Froogle to Be De-Emphasized, Google Base to Be Featured?

Google tells some eBay powersellers about its plans. Look out, eBay?

If you're a retailer of any stripe, it looks like it's time to start uploading your content (free) to Google Base.

Although Google Base is much different from Froogle, the rollout subterfuge seems to be similar. You can upload whatever you like, and reap new customers, at no cost whatsoever. So where's the business model? Is this merely anticompetitive, or a more complicated long term strategy?
